On 24 February 2022, Russia launched a war of aggression against Ukraine, challenging Ukrainians’ aspirations for a better future, and for getting closer to the EU. This was an attack, not just against Ukraine, but against freedom, self-determination, and democracy.
Ever since the beginning of the war, the EU has stood up for Ukraine with unwavering commitment. We have provided the country with unprecedented political, financial, military and humanitarian support and have welcomed millions of Ukrainians seeking refuge in the Member States.
The EU will continue to offer assistance to Ukraine and impose hard-hitting sanctions against Russia and those complicit in the war.

10 July 2025 – At the URC2025 in Rome, Commission President Ursula von der Leyen announced a new €2.3 billion package of agreements with public financial institutions to invest in Ukraine's recovery and reconstruction. The new package, signed under the Ukraine Investment Framework, includes €1.8 billion in loan guarantees and €580 million in grants. It is expected to mobilise up to €10 billion in investments in Ukraine.
